A Life Measured by Service
Leadership is often mistaken for prestige, yet the greatest leaders are those who measure their lives not by the titles they hold but by the impact they leave. Rogelio “Roy” Cinco, AI, CSP, CST is one of those rare individuals. His journey spans corporate leadership, civic service, and humanitarian action – woven together by a deep commitment to people over power.
As I followed his life’s work, I saw in him a truth that deserves to be remembered: leadership at its core is not privilege, but responsibility.
From Corporate Foundations to Civic Callings
Rogelio “Roy” Cinco’s career began in corporate security, where he held critical posts in institutions such as Chief Security Officer of Orient Capital Ventures, Ltd., Corporate Security Officer of Megaworld Corporation, and Department Head of Safety & Security Department at Bank of Makati, Inc.. Later, as Group Safety & Security Manager at Philsteel Holdings Corp. and Assistant Vice President & CSO at Laus Group Holdings, Inc., he expanded his expertise into building systems that not only protected assets but safeguarded livelihoods.
Yet his vision stretched far beyond the boardroom. He saw security as more than physical protection – it was about ensuring that families, communities, and employees could live and work without fear. This perspective, rooted in service, became the foundation of everything that followed.
Expanding Service Through Civic Movements
Choosing not to stay confined in corporate life, he dedicated himself to socio-civic and humanitarian organizations. As Regional Governor and National Adviser of The Fraternal Order of Eagles – Philippine Eagles, Inc. (TFOE-PE, INC.), he became part of a movement committed to uplifting communities through brotherhood and service.
Under his guidance, projects ranging from disaster relief operations to scholarship programs were launched, leaving tangible change in local communities. His work also extended into professional organizations such as the Professional Action Group & Emergency Response (PAGER), the Rotary Club of VisMin (RC VISMIN), and the Association of Professional Detectives & Investigators (APDI), and President of Association of Accredited Investigators of the Philippines (AACIP).
This network of affiliations amplified his capacity to serve. As I noted in my reflections, public service grows strongest when it is shared. By linking hands with like-minded organizations, Roy Cinco multiplied his reach far beyond what one man could accomplish alone.
Humanitarian Work in Action
If one were to identify the heart of his service, it would be his humanitarian efforts. During the COVID-19 pandemic, while fear and uncertainty gripped the nation, he spearheaded food and non-food donations to families most affected by lockdowns.
Long before and long after the pandemic, he has stood beside law enforcement in programs addressing Crime Prevention, Anti-Illegal Drug campaigns, and school-based initiatives like Brigada Eskwela. These acts were rarely spotlighted, but they carried the quiet dignity of true leadership: service without expectation of applause.
Leadership Roles Beyond Civic Service
His steady reputation for discipline and integrity naturally led him to higher responsibilities, including positions such as: National Presidential Adviser for Good Governance, and
Chief of Staff & Chairman, Commission on National Appointments.
These roles confirm the trust vested in him not only as an organizer but also as a voice of counsel in governance. They symbolize a life where leadership is not worn as a badge of honor but carried as a burden of accountability.
